The primary agenda of the meeting is to elect new office-bearers for the posts of secretary and treasurer following recent resignations.

Background of the vacancies:

Jay Shah: The former secretary stepped down to assume the role of Independent Chair of the International Cricket Council (ICC). Per ICC rules, the Chairperson cannot maintain formal ties with any member association.

Ashish Shelar: The former treasurer resigned after being included in the new Maharashtra government, as BCCI’s constitution prohibits ministers from holding office-bearer roles.

In the interim, Devajit Saikia has been appointed as secretary under the powers granted to BCCI President Roger Binny. However, no such arrangement has been made for the treasurer position.

Election process and timeline:

AK Joti, the Electoral Officer for BCCI, has outlined the election process as follows:

December 21: Call for members to file applications nominating their representatives.

December 27: Deadline for filing nominations.

December 28: Release of the draft electoral roll.

December 29-30: Submission of objections to names in the draft roll.

January 2: Examination of objections and release of the final electoral roll.

January 3-4: Window for filing nomination applications.

January 6: Scrutiny of applications and announcement of valid candidates.

January 7: Deadline for withdrawal of nominations and final list announcement.

January 12: Elections and declaration of results.

The BCCI constitution mandates the timely filling of vacancies, ensuring smooth transitions in leadership roles. The outcome of these elections will be closely watched as they mark a significant change in the cricketing administration landscape.

Shelar stepped down after being appointed as a minister in the Maharashtra Cabinet, a role that disqualifies him from holding a position in the BCCI as per its constitution.

Why Ashish Shelar resigned

On Sunday, December 15, Ashish Shelar announced his resignation, citing his new political responsibilities. As per the BCCI constitution, holding a ministerial or government position automatically disqualifies an individual from serving as an office-bearer. Shelar, a key figure in Indian cricket administration, assumed the treasurer’s role in September 2022 and has been closely associated with Jay Shah, the former BCCI secretary and current ICC Independent Chairman.

Eligibility criteria for BCCI treasurer

The new treasurer must fulfill the following criteria as per Article 4.5 of the BCCI constitution:

Citizenship: Must be an Indian citizen.

Age: Should be below 70 years.

Financial Status: Must not be declared insolvent.

Mental Health: Should not be of unsound mind.

Ministerial or Government Role: Cannot hold a ministerial position or serve as a government employee.

Term Limits: Must not have served as a BCCI office-bearer for a cumulative period exceeding nine years.

Criminal Record: Should not have been convicted of a criminal offense and sentenced to imprisonment.

Recent developments

Shelar’s resignation marks the second exit of a BCCI office-bearer in recent weeks. His departure opens a critical position in Indian cricket’s apex body, and the board is expected to initiate the selection process for a qualified replacement soon.

Harmanpreet Kaur, who has captained the team since 2016, may be replaced as the team failed to progress beyond the group stages, marking one of their poorest performances in recent years.

BCCI to Discuss Captaincy Transition

Sources suggest that the BCCI is planning to meet with the selection committee and head coach Amol Muzumdar to discuss Harmanpreet Kaur’s future as captain. This meeting is expected to take place before the squad for the upcoming three-match ODI series against New Zealand, beginning on October 24, is finalized.

While Harmanpreet has been a key player for the team, her leadership is now under review, particularly after India’s failure to advance in the World Cup. Harmanpreet first took over the captaincy in 2016, leading the team through several ICC tournaments, but they have struggled to secure a major title under her leadership.

Performance Issues in the T20 World Cup

Despite entering the T20 World Cup with a strong squad, India’s campaign was derailed after an opening match loss to New Zealand. A subsequent defeat to Australia sealed their fate, leaving the team with only two wins from four matches. Although Harmanpreet performed well with the bat, the team’s inconsistency, particularly in the batting lineup, was a recurring issue throughout the tournament.

India had undergone extensive preparations for the tournament, including early arrival in the UAE to acclimatize to the conditions. However, familiar issues such as batting collapses and an inability to handle pressure once again surfaced, leading to their early exit.

Future of Harmanpreet’s Leadership

While Harmanpreet is expected to remain an important member of the Indian squad, her role as captain is now uncertain. “The BCCI will certainly discuss whether to have a new captain on board going ahead,” said a source within the Indian board. The decision on whether to appoint a new captain is expected soon, with an eye on the upcoming 50-over World Cup to be hosted by India.

Possible Changes in Support Staff

In addition to the captaincy change, there is speculation that some support staff contracts may not be renewed after the World Cup. The Indian board has provided the team with all requested resources, but there is a growing belief within the BCCI that a new approach may be needed to elevate Indian women’s cricket to the next level.

As the team looks ahead to future tournaments, the BCCI’s decision regarding Harmanpreet Kaur’s leadership will be closely watched, and whether the team embarks on a new chapter with a different captain at the helm remains to be seen.

The match, scheduled for October 6, has seen heightened security measures with over 1,600 jawans deployed to safeguard the teams and secure the venue.

Enhanced Security Amid Protests

The increased security comes as a precaution due to a bandh call by the Hindu Mahasabha on the day of the match. The group is protesting the match to bring attention to perceived atrocities faced by Hindus in Bangladesh. This T20I marks an international cricket match being held in Gwalior for the first time in 14 years.

Upon their arrival at the Shankarpur Cricket Stadium, both teams were provided with comprehensive triple-layered security. Alongside the deployment of jawans, additional safety measures included the installation of drop gates and barricades at 26 locations and 14 intersections along the teams’ journey routes.

Team Arrivals

The Indian squad arrived in Gwalior on three separate flights. Young players like Mayank Yadav, Abhishek Sharma, and Riyan Parag reached the city at 8:30 AM from Bengaluru, after training in a special camp at the NCA. They were followed by Harshit Rana, Arshdeep Singh, and others at 11 AM. Senior players, including Suryakumar Yadav and Hardik Pandya, arrived later at 1:55 PM.

The Bangladesh team also arrived on different flights, greeted by enthusiastic fans at the airport. Meanwhile, the Hindu Mahasabha organized a black-flag rally in protest against the match. However, the rally was conducted without permission, leading to the detention of protestors by the local police.

Under his leadership, the NCA has seen several initiatives aimed at enhancing India’s bench strength and ensuring a steady pipeline of talented players for both the men’s and women’s teams.

India’s Cricketing Talent and BCCI’s Development Strategy

India is known for its abundance of cricketing talent. Players like Shubman Gill, Yashasvi Jaiswal, and Sanju Samson, who are considered among the world’s best, did not play in the recent T20 World Cup but remained part of the squad. The BCCI’s focus on nurturing and developing talent is not just limited to the current international stars; it extends to all levels of cricket across the country. The aim is to groom players for future success over the next decade, across both men’s and women’s cricket.

Speaking about the long-term vision, Laxman stated, “I can say with a lot of confidence that in the next 10 years, we’ll have many players who will make our country proud…The whole idea is to monitor them and groom them so that they realize their potential.”

BCCI’s Investment in Infrastructure and Support Systems

The recent inauguration of the new NCA facility stands as a testament to the BCCI’s heavy investment in infrastructure. Spanning 45 acres, the new NCA has three grounds, 86 pitches, a SubAir system, and a state-of-the-art Sports Science & Medicine (SSM) block. This investment also covers hiring multiple coaches, doctors, and physios across India to ensure player development and health.

According to Laxman, the BCCI’s financial commitment is significant but not often discussed publicly. “BCCI is spending a lot of money… It’s a significant amount. And that’s why our cricket is very healthy because the BCCI is investing in developing the bench strength, not only of cricketers but the entire support system, which will take Indian cricket forward.”

Ensuring Player Wellbeing and Future Growth

Injuries have plagued top Indian cricketers, such as Hardik Pandya, Jasprit Bumrah, KL Rahul, Shreyas Iyer, and Rishabh Pant in recent years. The BCCI has shouldered the cost of medical expenses and also provided access to mental health support during their rehabilitation. The board’s focus on holistic support ensures players receive comprehensive care beyond just physical treatment.

Furthermore, the BCCI organizes hundreds of matches every year across various levels of cricket. They also financially support junior players and announced a substantial payment of Rs 7.5 lakh per match for IPL 2025 players. As the richest cricket board globally, the BCCI’s efforts aim to keep the players—the heart of the sport—satisfied and ready for the future.

India cricket legend VVS Laxman, who was present at the unveiling on September 28, expressed his admiration, stating, “I have been to some of the best academies in the world. I have not seen this kind of facility. The beneficiaries will be not only the future generation of cricketers but also the current generation.”

A World-Class Facility with Comprehensive Facilities
Built over 40 acres with over one lakh square feet of state-of-the-art infrastructure, the Centre is the brainchild of Jay Shah, BCCI Secretary, who initiated the project 16 months ago. It features three grounds and a total of 86 pitches, catering to both training and match conditions. The main ground, Ground A, has an 85-yard boundary and 13 red soil pitches, equipped with floodlights and broadcasting facilities for televised matches. Grounds B and C serve as practice areas, with 75-yard boundaries and 20 pitches of varying soil types from Karnataka and Odisha.

“This is a dream come true for all players,” said Laxman, who has represented India in 134 Tests and 86 ODIs. “It is a very important moment for Indian cricket.”

Advanced Training and Practice Facilities
The Centre includes 45 outdoor net pitches grouped into nine clusters, featuring soil types from across India and concrete pitches for varied practice conditions. A dedicated fielding practice area and six outdoor running tracks (natural grass and Mondo synthetic surfaces) enhance training versatility. A sophisticated indoor practice facility offers eight premium turf pitches sourced from the UK and Australia.

Jay Shah spoke of the significance of the Centre, highlighting its aim to elevate Indian cricket and sports science. “This facility reflects our unwavering commitment to nurturing the next generation of cricketers. It is not just a hub for cricket but also for advancing sports science for athletes across disciplines,” said Shah.

Sports Science and Medicine Block
The Centre also boasts a Sports Science & Medicine (SSM) Block, which includes a 16,000 square-foot gym, physiotherapy rehab gym, and a sports science lab. Recovery amenities like a jacuzzi, sauna, steam bath, underwater pool spa, and cold showers provide comprehensive support for athletes. Additional facilities include a 25×12-meter swimming pool, an 80-seater meeting room for strategy sessions, and spaces for coaches, all supported by audio-visual setups for presentations and fitness classes.

With its cutting-edge design and comprehensive facilities, the Centre of Excellence is expected to play a crucial role in preparing Indian cricketers for both domestic and international challenges, setting a new standard for sports training in India.

Other important administrative and operational strategies for Indian cricket will also be discussed during the meeting.

Electing ICC Representatives

The primary agenda for the AGM will be the selection of representatives to attend the ICC meetings. Current BCCI Secretary Jay Shah, who has regularly represented India at the ICC, will retain his role until he takes over as ICC chairman on December 1. BCCI President Roger Binny, who is the Alternate Director for ICC meetings, has rarely acted in this role. The AGM will likely determine if Binny will continue in this capacity or if another individual will be appointed.

Successor to Jay Shah

Although the selection of a successor to Jay Shah is not formally listed on the agenda, informal discussions are expected to take place. The top contenders for the position are Anil Patel, the Secretary of the Gujarat Cricket Association, and Rohan Jaitley, President of the Delhi and District Cricket Association. Patel is considered the frontrunner, and a final decision on Shah’s successor is likely to be confirmed at a Special General Meeting (SGM), the date for which may be announced during the AGM.

Other Key Agenda Items

Beyond electing ICC representatives, several other significant topics will be addressed at the AGM:

Ratification of a representative from the Indian Cricketer’s Association (ICA).

Appointment of two members from the General Body.

Formation of sub-committees, including the Cricket Committee.

Approval of the annual budget for the 2024-25 cricket season.

Review of the report submitted under the Prevention of Sexual Harassment Policy.

IPL Governing Council Meeting

A day before the AGM, the IPL Governing Council will meet to discuss key decisions for the 2025 IPL season. This meeting will cover important points like the retention policy, which is expected to allow teams to retain five players along with one Right to Match (RTM) card for the auction. These decisions are crucial for shaping team strategies ahead of the mega auction.

Decisions Awaited

The outcome of the BCCI AGM will shape the future of Indian cricket administration and its representation at the ICC. The announcements on IPL retention rules, the auction date, and other decisions are anticipated to follow soon after, setting the stage for a significant year in Indian cricket. With major decisions expected over the weekend, all eyes will be on the discussions taking place in Bengaluru.

Jay Shah, who was recently elected as the International Cricket Council (ICC) chairman, will assume the new role on December 1, 2024. However, he will continue as BCCI secretary for another two months.

Though the BCCI Annual General Meeting (AGM) is set for September 29 in Bengaluru, where the board could have elected a new secretary, the matter will be postponed. The BCCI plans to call a Special General Meeting (SGM) in November or December to elect Shah’s successor after he officially transitions to his ICC role.

Agenda for the Apex Council Meeting:

Byju’s Payment Issue: BCCI will address its ongoing dispute with ed-tech firm Byju’s over non-payment of dues for jersey sponsorship. Despite signing a $55-million deal in 2019, Byju’s failed to make payments after September 2022, leading the BCCI to take legal action. Although a settlement was reached in July, the Supreme Court later issued a stay on the agreement.

National Cricket Academy (NCA): The meeting will also include discussions on plans for a new National Cricket Academy, aiming to enhance India’s cricket infrastructure.

Renovation of BCCI Headquarters: Another topic of discussion will be the renovation of the BCCI’s headquarters in Mumbai.

BCCI vs Byju’s

The BCCI’s legal battle with Byju’s over unpaid dues remains unresolved. After Byju’s failed to meet the terms of its $55-million sponsorship agreement, the BCCI took the matter to the National Company Law Appellate Tribunal (NCLT). A settlement was agreed upon, with the BCCI expecting ₹158 crore by August 8. However, a stay order from the Supreme Court, prompted by Byju’s US lender GLAS Trust Co LLC, has delayed the payment.

As Jay Shah prepares to assume the ICC chairman role, the BCCI faces significant decisions in the coming months, with the next secretary election likely to take place closer to December.

Here’s a quick look at the key highlights from the Indian cricket of the latest weekend till September 23rd –

No Rest for Jasprit Bumrah
The BCCI has announced the squad for the second Test against Bangladesh, and Jasprit Bumrah will continue to play despite hopes for a rest. India will face a busy schedule ahead, with three Tests against New Zealand and five more against Australia. Yash Dayal remains in the squad, although he didn’t play in the first match.

Ashwin Leads India to Victory
Ravichandran Ashwin’s stunning all-round performance helped India secure a massive 280-run win over Bangladesh in the first Test. Ashwin became the first Indian to score a century and take five wickets in the same match four times. His century in the first innings, followed by a brilliant five-wicket haul, was crucial in India’s victory.

Rishabh Pant’s Fun Exchange with Bangladesh Captain
Rishabh Pant added a light-hearted moment to the India vs Bangladesh Test when he jokingly gave fielding advice to Bangladesh captain Najmul Hossain Shanto. Pant later shared his thoughts on playing with respect but had a bit of fun with Shanto’s field placements during the match.

India A Wins Duleep Trophy
India A emerged victorious in the Duleep Trophy 2024, defeating India C by 132 runs. The team’s bowlers, led by Prasidh Krishna and Tanush Kotian, secured the win on the final day. Shashwat Rawat was named Player of the Match for his fantastic knocks of 124 and 53.
